Safe custody.—Every keeper of a commercial establishment shall keep every certificate of registration to which these rules apply in a receptacle or place reserved for the purpose at the premises where the running of a commercial establishment is carried on, shall record in Form IV the description of every certificate of registration so kept and the date on which it was received, and shall furnish a copy of the record to the Chief Inspector of Factories within ninety days of the close of each year.
