Surrender of certificate.—Every keeper of a commercial establishment who ceases to carry on the running of a commercial establishment shall, within ninety days of such cessation, surrender the certificate of registration to the Chief Inspector of Factories in person or by registered post, and shall inform it in Form II of the manner in which every register of wages held by him has been disposed of.
