Safe custody.—Every licensee for the sale of poisons shall keep every permit to which these rules apply in a receptacle or place reserved for the purpose at the premises where the sale of poisons is carried on, shall record in Form V the description of every permit so kept and the date on which it was received, and shall furnish a copy of the record to the Chief Controller of Explosives within fourteen days of the close of each year.
