Application for registration.—Every licensee for the sale of poisons carrying on the sale of poisons shall make an application for registration to the Chief Controller of Explosives in Form VII, within sixty days of the commencement of these rules, accompanied by a fee of ten thousand rupees and a statement of every explosive substance held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
