Safe custody.—Every owner of land adjoining a railway shall keep every register of consignments to which these rules apply in a receptacle or place reserved for the purpose at the premises where the use of land adjoining a railway is carried on, shall record in Form E the description of every register of consignments so kept and the date on which it was received, and shall furnish a copy of the record to the Chief Commissioner of Railway Safety within ten days of the close of each year.
