Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of land adjoining a railway dies, his legal representative shall, within ten days of the death, intimate the death to the Chief Commissioner of Railway Safety in Form B, surrender the certificate of registration to it and furnish a statement of every ticket then held; and the Chief Commissioner of Railway Safety shall enter the intimation in the register within ninety days of its receipt.
