Maintenance of premises.—Every owner of land adjoining a railway shall keep the premises where the use of land adjoining a railway is carried on in a clean and orderly condition, shall provide for every platform kept there a place set apart for its safe keeping, shall not use the premises for any purpose incompatible with the use of land adjoining a railway, and shall furnish to the Chief Commissioner of Railway Safety in Form D, within ten days of the commencement of these rules, a plan of the premises showing the place so set apart.
