Surrender of certificate.—Every person discharging effluent into a stream who ceases to carry on the discharge of effluent into a stream shall, within sixty days of such cessation, surrender the certificate of registration to the Tribunal in person or by registered post, and shall inform it in Form E of the manner in which every permit held by him has been disposed of.
