Application for registration.—Every infrastructure provider carrying on the establishment of telecommunication infrastructure shall make an application for registration to the Digital Communications Commission in Form E, within forty-five days of the commencement of these rules, accompanied by a fee of ten lakh rupees and a statement of every subscriber record held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
