Surrender of certificate.—Every retail vendor who ceases to carry on the retail vend of liquor shall, within seven days of such cessation, surrender the certificate of registration to the District Excise Officer in person or by registered post, and shall inform it in Form F of the manner in which every excise seal held by him has been disposed of.
