Surrender of certificate.—Every operator of a loudspeaker during an election who ceases to carry on the use of loudspeakers during an election shall, within ten days of such cessation, surrender the certificate of registration to the State Election Commission in person or by registered post, and shall inform it in Form 26 of the manner in which every affidavit of a candidate held by him has been disposed of.
