Surrender of certificate.—Every foster parent who ceases to carry on the foster care of a child shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Registrar General in person or by registered post, and shall inform it in Form V of the manner in which every account held by him has been disposed of.
