Application for registration.—Every common carrier carrying on the business of a common carrier by road shall make an application for registration to the State Transport Appellate Tribunal in Form 2, within twenty-one days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every certificate of fitness held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
