Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the owner of a wharf shall apply to the Mercantile Marine Department in Form 5 for a duplicate, accompanied by a fee of ten thousand rupees, and the Mercantile Marine Department shall issue a duplicate certificate marked as such within twenty-one days of the application.
