Surrender of certificate.—Every keeper of a place of public resort who ceases to carry on the conduct of a place of public resort shall, within twenty-one days of such cessation, surrender the certificate of registration to the Licensing Authority in person or by registered post, and shall inform it in Form VII of the manner in which every cartridge held by him has been disposed of.
