Application for registration.—Every franking machine licensee carrying on the franking of instruments shall make an application for registration to the District Registrar in Form C, within thirty days of the commencement of these rules, accompanied by a fee of two hundred rupees and a statement of every certificate of stamp duty held by him on the date of the application, and shall keep a copy of the application and of the statement for thirty days from that date.
