Application for registration.—Every lessee of a village tank carrying on the leasing of a village tank shall make an application for registration to the Gram Panchayat in Form 3, within twenty-one days of the commencement of these rules, accompanied by a fee of one thousand rupees and a statement of every tax receipt held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
