Custody of the register.—The register maintained under these rules shall be kept at the office of the Director General of Income-tax in the custody of the Tax Recovery Officer, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Director General of Income-tax; and where the Tax Recovery Officer having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form 16 within forty-five days of the succession.
