Surrender of certificate.—Every licensee who ceases to carry on the vending of goods on railway premises shall, within twenty-one days of such cessation, surrender the certificate of registration to the Commissioner of Railway Safety in person or by registered post, and shall inform it in Form H of the manner in which every siding held by him has been disposed of.
