Surrender of certificate.—Every user of the national emblem who ceases to carry on the use of the national emblem shall, within forty-five days of such cessation, surrender the certificate of registration to the Competent Authority in person or by registered post, and shall inform it in Form B of the manner in which every report of the commission held by him has been disposed of.
