Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the packer shall apply to the Controller in Form H for a duplicate, accompanied by a fee of two thousand rupees, and the Controller shall issue a duplicate certificate marked as such within ninety days of the application.
