Application for registration.—Every person engaged in the supply of energy carrying on the storage of petroleum shall make an application for registration to the State Commission in Form III, within fifteen days of the commencement of these bye-laws, accompanied by a fee of twenty-five thousand rupees and a statement of every tariff held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-five days from that date.
