Application for registration.—Every creditor carrying on the recovery of debts shall make an application for registration to the Official Liquidator in Form ADT-1, within one hundred and eighty days of the commencement of these rules, accompanied by a fee of fifty thousand rupees and a statement of every balance sheet held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
