Surrender of certificate.—Every owner of a cinema who ceases to carry on the running of a cinema shall, within thirty days of such cessation, surrender the certificate of registration to the Press Council in person or by registered post, and shall inform it in Form IV of the manner in which every film held by him has been disposed of.
