Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any employer of building workers dies, his legal representative shall, within seven days of the death, intimate the death to the Chief Inspector of Factories in Form II, surrender the certificate of registration to it and furnish a statement of every certificate of registration then held; and the Chief Inspector of Factories shall enter the intimation in the register within twenty-one days of its receipt.
