Periodical returns.—Every person converting agricultural land shall furnish to the Sub-Divisional Officer, within forty-five days of the close of each year, a return in Form 3 of the conversion of agricultural land to non-agricultural use carried on during that year, and a nil return where no such activity was carried on.
