Safe custody.—Every grazier on Government waste land shall keep every parcel of land to which these rules apply in a receptacle or place reserved for the purpose at the premises where the grazing of cattle on Government waste land is carried on, shall record in Form 14 the description of every parcel of land so kept and the date on which it was received, and shall furnish a copy of the record to the Collector within ninety days of the close of each year.
