Surrender of certificate.—Every producer of plastic packaging who ceases to carry on the production of plastic packaging shall, within seven days of such cessation, surrender the certificate of registration to the State Board in person or by registered post, and shall inform it in Form V of the manner in which every consent held by him has been disposed of.
