Surrender of certificate.—Every dealer who ceases to carry on dealing in motor vehicles shall, within thirty days of such cessation, surrender the certificate of registration to the Transport Commissioner in person or by registered post, and shall inform it in Form 38 of the manner in which every certificate of registration held by him has been disposed of.
