Surrender of certificate.—Every point of presence who ceases to carry on the registration of subscribers shall, within twenty-one days of such cessation, surrender the certificate of registration to the Controlling Authority in person or by registered post, and shall inform it in Form 5 of the manner in which every declaration held by him has been disposed of.
