Application for registration.—Every driving school carrying on the imparting of instruction in driving shall make an application for registration to the Transport Commissioner in Form 23, within forty-five days of the commencement of these rules, accompanied by a fee of fifty rupees and a statement of every certificate of registration held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
