Surrender of certificate.—Every consumer who ceases to carry on the use of electricity shall, within forty-five days of such cessation, surrender the certificate of registration to the Central Commission in person or by registered post, and shall inform it in Form IV of the manner in which every tariff held by him has been disposed of.
