Conditions of registration.—Every publisher of news on a digital platform shall carry on the publication of news on a digital platform only at the premises specified in the certificate of registration, shall keep every register of subscribers in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such register of subscribers for inspection on request by the Assistant Press Registrar, and shall not part with the certificate of registration to any other person.
