Conditions of registration.—Every owner of land adjoining an embankment shall carry on the use of land adjoining an embankment only at the premises specified in the certificate of registration, shall keep every certificate of registration in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such certificate of registration for inspection on request by the Revenue Inspector, and shall not part with the certificate of registration to any other person.
