Safe custody.—Every owner of land adjoining an embankment shall keep every plan of the land to which these rules apply in a receptacle or place reserved for the purpose at the premises where the use of land adjoining an embankment is carried on, shall record in Form 2 the description of every plan of the land so kept and the date on which it was received, and shall furnish a copy of the record to the District Registrar within sixty days of the close of each year.
