Safe custody.—Every direct-to-home operator shall keep every register of subscribers to which these rules apply in a receptacle or place reserved for the purpose at the premises where the provision of direct-to-home broadcasting services is carried on, shall record in Form III the description of every register of subscribers so kept and the date on which it was received, and shall furnish a copy of the record to the Press Registrar within sixty days of the close of each year.
