Surrender of certificate.—Every transporter of hazardous chemicals who ceases to carry on the transport of hazardous chemicals shall, within one day of such cessation, surrender the certificate of registration to the Relief Commissioner in person or by registered post, and shall inform it in Form C of the manner in which every installation held by him has been disposed of.
