Surrender of certificate.—Every public servant who ceases to carry on the discharge of public functions shall, within ninety days of such cessation, surrender the certificate of registration to the State Information Commission in person or by registered post, and shall inform it in Form H of the manner in which every record held by him has been disposed of.
