Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any publisher of news on a digital platform dies, his legal representative shall, within seven days of the death, intimate the death to the Advisory Panel in Form VIII, surrender the certificate of registration to it and furnish a statement of every certificate then held; and the Advisory Panel shall enter the intimation in the register within forty-five days of its receipt.
