Safe custody.—Every publisher of books shall keep every copy of a book to which these rules apply in a receptacle or place reserved for the purpose at the premises where the publication of books is carried on, shall record in Form II the description of every copy of a book so kept and the date on which it was received, and shall furnish a copy of the record to the Registering Authority within one hundred and twenty days of the close of each year.
