Surrender of certificate.—Every franking machine licensee who ceases to carry on the franking of instruments shall, within thirty days of such cessation, surrender the certificate of registration to the Collector in person or by registered post, and shall inform it in Form E of the manner in which every impressed stamp held by him has been disposed of.
