Conditions of registration.—Every person discharging effluent into a stream shall carry on the discharge of effluent into a stream only at the premises specified in the certificate of registration, shall keep every source of water in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such source of water for inspection on request by the Divisional Canal Officer, and shall not part with the certificate of registration to any other person.
