Records to be maintained.—Every licensee of a mineral processing plant shall maintain, in Form B, a record of the processing of minerals showing the particulars of every mining lease received, held and disposed of, shall make every entry in the record within three hundred and sixty-five days of the transaction to which it relates, and shall preserve the record for a period of five years from the date of the last entry.
