Surrender of certificate.—Every user of the national flag who ceases to carry on the display of the national flag shall, within forty-five days of such cessation, surrender the certificate of registration to the Registrar of the Commission in person or by registered post, and shall inform it in Form B of the manner in which every emblem held by him has been disposed of.
