Conditions of registration.—Every owner of an inland vessel shall carry on the plying of an inland vessel only at the premises specified in the certificate of registration, shall keep every certificate of registry in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such certificate of registry for inspection on request by the Registrar of Inland Vessels, and shall not part with the certificate of registration to any other person.
