Application for registration.—Every publisher carrying on the publication of literary works shall make an application for registration to the Plant Varieties Authority in Form 5, within one hundred and eighty days of the commencement of these rules, accompanied by a fee of twenty thousand rupees and a statement of every specification held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
