Application for registration.—Every dealer in fertilisers carrying on the sale of fertilisers shall make an application for registration to the Seed Certification Agency in Form H, within forty-five days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every market fee receipt held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
