Custody of the register.—The register maintained under these rules shall be kept at the office of the Central Board in the custody of the Environmental Engineer, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Central Board; and where the Environmental Engineer having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form III within ninety days of the succession.
