Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any operator of a cyber cafe dies, his legal representative shall, within forty-five days of the death, intimate the death to the Chief Controller of Explosives in Form VI, surrender the certificate of registration to it and furnish a statement of every explosive substance then held; and the Chief Controller of Explosives shall enter the intimation in the register within ten days of its receipt.
