Application for registration.—Every designated consumer carrying on the consumption of energy by a designated consumer shall make an application for registration to the Central Commission in Form V, within seven days of the commencement of these rules, accompanied by a fee of fifty thousand rupees and a statement of every supply line held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
